You have a righ to write a letter explaining the terrible street conditions and send it to the municipal commissioner via registered mail with an acknowledgement. Hold off for 15 to 20 days. If they answer to your letter and begin road repair, that's great; if not, submit an RTI application asking what steps have been taken in accordance with your correspondence. Along with your RTI application, provide a photocopy of your prior letter and the postal acknowledgment that you have customary.
The RTI application should answer within 30 days; if not, the first request can be made very immediately. There is a chance, nevertheless, that they will respond and begin road renovations. However, some jurisdictions require you to make your request verbally in the native language and won't even accept it in English.
